What does below market value mean?

Or BMV.

Below market value means when the property is available for sale at a price below its actual market value. This may be because the owners of such property need to sell their property very quickly.

A common situation is when a home owner is in default on the mortgage is threatened with repossession, and does not wish to go through the normal marketing and sales process. This is more common during a recession.
